The aim of the STEEP project (acronym for Systems Thinking for Comprehensive City Efficient Energy Planning, was to develop a comprehensive sustainability plan at city, neighbourhood and district level.

 

  • WHAT IS THE PURPOSE OF THE PROJECT?

    This Project was led by Fomento San Sebastián together with the Environment department of San Sebastian City Council and was approved in the EU Seventh Framework Programme smart cities call.

    As well as San Sebastián, the Italian city of Florence and the British city of Bristol also formed part of the consortium. The three cities provided experience in the areas of energy, ICTs and mobility.

    To plan districts, STEEP created a process model based on systems thinking. A model that was applied in various districts in the participating cities in order to better understand the impact of systems on energy use and to identify interventions to meet, among others, the energy and carbon reduction targets.

    This model was validated in each of the cities using open innovation methodologies applied with local stakeholders. The lessons learnt from the district planning process model were applied in each city. And this was the basis for developing comprehensive smart city plans for San Sebastián, Florence and Bristol.

    With the knowledge gathered in this process, a replicable open-source methodology and some Key performance indicators were designed to develop and assess Smart city plans.

  • WHAT ACTIVITIES ARE BEING CARRIED OUT?

    The main activities in the Project were:

    • Creating a Smart City Plan in each of the three cities taking part in the project, taking into account the key actors in the energy value chain.
    • Creating an open-source, knowledge exchange, collaboration and visualisation ICT platform that could be reused in future information exchanges on the implementation and monitoring of urban plans.
    • Deploying a transferable open-source methodology to develop and assess systems-thinking based city models and urban plans.
    • Developing a process model for the energy blueprint to be applied to a specific pilot scheme in each district selected by the cities taking part in the project.
    • In San Sebastián the plan was restricted to the Urumea Riverside district, which includes the
    • Ametzagaina park, the Txomin-Enea district housing development and Industrial Estate 27). Combining residential, green and industrial-use areas.

    It was possible to apply the work carried out in STEEP to the REPLICATE project, where the plans could be implemented in the various demonstration areas. In this way it was possible to establish a process to facilitate adopt and replicate Smart city services in all Europe.
