workin4talent headerV2Project led by Fomento San Sebastián that included a wide range of organisations that, at various levels, are working to promote innovation, technology transfer, entrepreneurship, employment and education in ten European regions.

  • BASIC INFORMATION

Its aim was to improve (local and regional) action programmes and policies in order to create new employment opportunities in local innovation systems. How? By attracting and retaining talent and assessing policies that encourage matching the supply and demand of highly-qualified human capital.

  • MAIN ACTIONS

Collaborative work to examine and share experiences and best practices regarding the policies to be carried out to ensure that regions and cities could attract or retain talent. That is, qualified human capital.

These were the main activities in the project:

    • Preparing local analysis studies. Each partner performed a SWOT analysis on the situation in their labour markets linked to their (local and regional) innovation systems as far as their talent attraction potential was concerned.
    • Organising workshops and seminars to share knowledge about the policy implications of talent attraction and retention, and to make know the activities and progress of the project.
    • Organising study visits to learn about policies in other regions or cities, and to boost the good practices guide.
    • Drawing up a good practices guide, in which a total of 30 good practices are identified that represent programmes developed in 11 European countries that act in different ways to promote talent.
    • Launching pilot actions to illustrate how to make the most of the employment opportunities that emerge from innovation activities in a knowledge-based economy.
    • Preparing a policy document that gathers the lessons learnt in the previous activities. This document contains a series of recommendations about retaining and attracting talent in order to develop innovation, competitiveness and growth.
    • Preparing implementation plans, in which each partner specifies how to work to integrate the lessons learnt during the cooperation process with regard to talent attraction and retention in their local, regional or national policies.
    • Organising the final project conference on the 22nd of October 2014 in San Sebastián. A Good opportunity to open a debate on how to attract talent, improve local or regional employment strategies and create new professional opportunities for people with qualified profiles, and to present the main results of the project.
