Rules for participation in the aid for accommodation within the framework of the programmes to promote the creation, growth and consolidation of new innovative business initiatives of the promotion of san sebastian.
The EKINN accommodation grants are designed to assist with accommodation in San Sebastián for participants in the various programmes run by Fomento de San Sebastián to support the attraction and retention of innovative entrepreneurial talent, with a view to promoting the creation, growth and consolidation of start-ups in the city of San Sebastián, as well as young people who are going to develop innovative projects and initiatives in our city, promoted by the youth community itself, which respond to a challenge or need identified in the city or amongst the citizens of Donostia.
This is a housing grant for entrepreneurs participating in innovative entrepreneurship programmes run by Fomento de San Sebastián and for young people participating in Fomento de San Sebastián’s programmes for the development of innovative projects with a social impact in our city.
- WHO IS THE TARGET GROUP FOR THIS AID?
The requirements that applicants must meet are:
a) Be beneficiaries of one of the following two schemes:
Fomento de San Sebastián’s programmes for attracting and retaining innovative start-up projects, provided that such programmes so stipulate, such as:
- Explora SS Programme
- EKINN Residency Programme
- Gastro Residency Programme
- Other entrepreneurship programmes in which Fomento de San Sebastián collaborates.
Fomento de San Sebastián’s programmes for the development by young people of innovative projects with a social impact on our city.
Fomento de San Sebastián may include this support in other programmes launched after this call for applications. In that case, access to this EKINN accommodation support will be indicated in those programmes.
- ZEIN DA LAGUNTZAREN ZENBATEKOA ETA ZER LAGUNTZEN DA DIRUZ?
The aid consists of a free accommodation service in a standard studio at the Ekinn or Talent House, valued at €254.10/week, VAT included.
The place of accommodation will be defined by Fomento, and can be: in the Ekinn building, located in Alto de San Bartolomé 16, 20.009, or in the Talent House building, located in Paseo Duque de Baena, 42. 20.009.
The maximum grant and stay will be determined in each case and will correspond to the duration of the corresponding programme.
- HOW CAN I APPLY?
The deadline for submitting applications will be from the day following publication in the Official Gazette of Gipuzkoa (BOG) and until the financial resources are exhausted, or, otherwise, the call for applications closes on 31 May 2027.
Applications must be submitted telematically via the Fomento de San Sebastián website (www.fomentosansebastian.eus).

The documentation to be submitted is as follows:
- Annex Application form.
- If you are an individual, a copy of the DNI of the applicant.
- If you are a legal entity, a copy of the applicant's CIF and, if applicable, the DNI of the proxy.
- WHAT IS THE AMOUNT OF AID AND WHAT IS SUBSIDISED?
Applications will be assessed and resolved in the order in which they are received until the financial resources are exhausted.
For an application to be approved, the applicant must be a beneficiary and, therefore, have received a favourable decision on one of the programmes that give access to these Ekinn Housing grants.
The deadline for issuing the decision on the requested aid will be 1 month from the formalisation of the application.
- WHAT ARE MY OBLIGATIONS AND WHAT COSTS MUST BE BORNE BY THE BENEFICIARY?
The obligations of the beneficiary are:
- ign a tenancy agreement with Fomento de San Sebastián.
- Pay the relevant deposit
- Pay any additional cleaning costs or other extraordinary expenses, if necessary, by direct debit once the stay has ended.
- Actively participate in and attend all sessions of the programme for which they have been selected and which has granted them access to this grant
- Comply with each of the obligations of the programme in which they are participating and of the conditions for accessing this grant, as well as comply with the terms and conditions of the tenancy agreement.
Eligible expenses will be the cost of renting accommodation in the Ekinn or Talent House building in Fomento de San Sebastián.
The period of execution of the eligible expenses will be that which is estimated in the resolution of this aid, in accordance with the approved programme for attracting and retaining entrepreneurial talent.
The invoices justifying the accommodation will be issued by Fomento de San Sebastián and will correspond to the period of the approved accommodation. Given that the aid is equivalent to the costs of accommodation at Ekinn or Talent House, all invoices will be automatically paid through this aid.
They will not be eligible, will be invoiced and must be paid by the beneficiary of these grants:
- The costs of final cleaning of the flat used.
- Other extraordinary expenses that may arise during the period of stay.
