Residencias Connecting Talent, visiting professionals programme

The purpose of this programme is to "Promote San Sebastian’s international connections with talented individuals, helping them to move to the city, improving connections with talent hubs, as well as enabling local talent to return to the city"; especially for the development of projects based on innovation.

 

In order to connect and attract talent and innovative business projects, Fomento de San Sebastián runs a Residential Programme to make it easier for qualified professionals located outside of the Basque Country to come to our city, through an open competition aimed at:

  1. Attraction of talent: recruitment of qualified professionals, visits of professionals to companies within our innovation ecosystems, ...
  2. Development of innovative entrepreneurship projects.
  3. Promotion of our city as a knowledge and innovation hub: dissemination of knowledge, studies, publications, visits,…
  4. Making local companies more competitive: training, visiting experts, …

Who is the Residencias Programme for?

1) If you want to start an innovative business project in Donostia, and you are residing outside the Basque Country, we will help you with:

  • Co-financing of travel expenses, up to 50%, with a maximum amount of € 500.
  • Expenses allowance of up to € 750 per month.
  • Accommodation in San Sebastian during the period of residency granted.
  • A work space in San Sebastian during the period of residency
  • Expert advice and support for the development of the project.

 

2) If you are an R + D + I entity based in Donostia and want to incorporate highly qualified professionals from outside the CAPV, exchange personnel with international headquarters, ... we will help you with:

  • Co-financing of travel expenses, up to 50%, with a maximum amount of € 500.
  • Accommodation in San Sebastian for the person you want to attract, during the stay granted.

 

3) If you want to carry out a project, study, activity that promotes the positioning of San Sebastian as a node of knowledge and innovation, and you are residing outside the Basque Country, we will help you with:

  • Co-financing of travel expenses, up to 50%, with a maximum amount of € 500.
  • Expenses allowance of up to € 750 per month.
  • Accommodation in San Sebastian during the period of residency granted.
  • A work space in San Sebastian during the period of residency
  • Expert advice and support for the development of the project.

 

¿How longi s the stay in San Sebastian?

The stay will be between 15 days and two months, and will be determined based on the evaluation of the submitted project.

The stay in San Sebastian (start date of the same) must be between the publication of the bases until January 30, 2020.

 

Application deadline and documentation to be submitted:

The deadline for submitting applications will be until the economic resources allocated to this aid are exhausted or until November 29, 2019.

Applications may be submitted electronically (www.fomentosansebastian.eus) or face-to-face.

The following documentation must be presented:

Administrative documentation

1) Application Form ("Application").

2) Bank account registration form of the person or entity requesting the aid, stamped by the corresponding banking entity ("Banking Data_Residencias" Form)

3) Private individuals must send a copy of their identification document: ID card or Passport

4) Legal entities must send a copy of their Tax Document (CIF) and the ID Card (DNI) of the signatory.

5) Legal entities should submit deeds or documents of constitution, their by-laws or Articles of Association, which set out the rules governing their activity, duly registered if applicable with the corresponding Public Register, depending on the type of legal entity. Civil societies without their own legal personality must include the private contract stamped by the Regional Tax Authority (Hacienda Foral).

6) If the person signing the application is not included on the deed or documents of constitution, a deed of attorney or empowerment must be provided, accrediting said individual’s authority to submit the application.

7) If the applicant is a company that has not yet been constituted or only recently so, in other words, regard to points b1 and b4 of article 4, they must also present a declaration accrediting their firm intention to set up the company in the city of San Sebastian (included in the "Application")

8) Certificate of registration or similar to demonstrate the applicant's residence outside the Basque country prior to the date of application.

9) In the case of Spanish nationals and/or residents:

9.1. Documentation stating that the company applying for funding through this programme is up to date with its tax obligations.

9.2. Documentation stating that the company applying for funding through this programme is up to date with its Social Security obligations.

9.3. Certificate from San Sebastian City Council certifying that the applicant for funding through this programme has no debts with the same or, failing that, express authorisation (included in the "Application") for Fomento de San Sebastian to obtain this information directly from the City Council.

10) In the case of foreign nationals and/or residents outside of Spain: statement of compliance that the applicant has no outstanding debts in the way of tax obligations owing to the Tax Authority of Gipuzkoa, Social Security, or San Sebastian City Council ("Statement of Compliance")

11) If it is a member of the Basque Science and Technology Innovation Network (RVCTI), the resolution of the Vice-Minister of Technology, Innovation and Competitiveness that accredites and recognizes as a Technological Scientific Agent integrated into the Basque Science, Technology and Innovation Network.

 

Technical documentation

  1. A report that sets out the activity the applicant plans to develop within this programme, the justification for it and the duration of stay ("Report Template"). The report should be drafted in clear and simple language, making it easier to understand, and avoiding technicalities and jargon. It should refer explicitly to the criteria set out in article 9 of these Terms and Conditions for the evaluation of project proposals. The recommended maximum length is 8 pages.
  2. Description of project features to know how FSS can support the project (“Characterization form”)
