Smart City strategy as a sustainable development mechanism.

‘Smart City’ is a term that serves a vision: an intelligent city project involving a transformation strategy that promotes social, economic and environmental sustainability. Smart Plan Donostia- San Sebastián 2016-2020 is a plan setting forth a strategic line with common goals and a public Action Plan for the years 2016 to 2020, whereby the city can effectively and orderly carry out development projects in urban environments under a comprehensive, smart perspective.


2) Smart Projects

REPLICATE: Framed within Horizon 2020 – the biggest EU research and innovation programme ever focusing on cities. REPLICATE is led by Donostia-San Sebastián, the ‘lighthouse’ city, along with Bristol and Florence. These three cities have launched the development of a Smart City model in the areas of energy efficiency, sustainable mobility and ICT. Once tested, validated and optimised, the model can be replicated in other cities.

logo smartkaleaSMARTKALEA Pioneering project leaded by Fomento de San Sebastián to establish an innovative public-private collaboration model that integrates the different agents that coexist in a city environment from a Smart/sustainable perspective: citizenship, businesses, technological local companies and Municipal Departments. SmartKalea is a pilot project based on different implementations to test and validate a comprehensive model for its expansion to other geographical areas and to turn the city of Donostia / San Sebastián into a Smart City reference. The project promotes environmental sustainability, energy efficiency, citizen participation and transparency using state-of- the-art technology from local technology partners, integrating data into the project's smart platform for monitoring and obtaining indicators that promote the improvement of the management of the city.


logo steepSTEEP: European project led by Fomento San Sebastián and the Municipal Environmental Department, framed within the Smart Cities programme of the 7 th Framework Programme of the European Union. The objective of the project is the development of a comprehensive Sustainability Plan in each of the participating cities (Donostia/San Sebastián, Bristol and Florence). In the case of Donostia/San Sebastián, this led to the design of the Smart Plan for the city, as well as an Action Plan for the Urumea Riverside area. Direct involvement of local actors to identify the main lines of action in the field of smart cities.


3) Bioclimatic buildings and renewable energy facilities in town

Fomento de San Sebastián focuses on bioclimatic architecture for higher energy efficiency in the city, e.g.

€3.5 million investment to reach 1MWp peak power in photovoltaic energy in the next two years, installing grid-connected photovoltaic systems in various buildings in the city.

Mini-wind power in buildings

Two mini wind turbines installed in Enertic and Pi@ to generate electricity.


Ocean/wave power

Studies conducted by Fomento de San Sebastián and AZTI technology centre for the feasibility of producing ocean/wave power in Donostia-San Sebastián, i.e. generating clean energy from the power of ocean waves.
