Local Talent Return Programme

PURPOSE: Motivate under 35s with links to the city but who are currently living abroad to return to the city, by recruiting them to develop local projects based on knowledge and innovation.


BENEFICIARY ENTITIES: Local R&D and Innovation Centres and Entities in the city that are promoting local innovation or research projects based on knowledge, technology, etc.


SUBSIDABLE CONCEPTS: directly related with the recruitment of people during the first 12 months of the contract : salary (with the exception of holiday pay and expenses) and social security. CONTRACT START DATE: From 1st January 2019 to 28th February 2020



  • They must be under the age of 35 at the time of recruitment and must possess at least a university degree or diploma, or a higher Vocational Training qualification
  • They must have ties to San Sebastian: birth, higher education or training, or 5 years on the municipal census • They must be living abroad or outside of the Basque Country for at least 12 months continuously counted from one moth before the start of the contract.
  • They must not have worked in the Basque Country for at least 12 months continuously prior to the start of the contract
  • They must be registered jobseekers with Lanbide-SVE (Basque Employment Service) in any of the employment offices located in Guipúzcoa, almost the day before the start of the contract (and also registered on the celsus)
  • Minimum annual gross salary of €40,000, excluding social security costs.


AMOUNT: Maximum amount of: €52,400 for contracts of at least 12 months, with a working day of 100% FTE



  • Minimum duration of 1 year, with a minimum working day of 100% FTE
